Background Information

Widely considered to be the anime that defined the harem genre, Tenchi Muyo! was created by Masaki Kajishima.

The Tenchiverse is not only composed of the 20 OVA episodes, but the spinoff series Tenchi Muyo GXP, Dual! Parallel Trouble Adventure (which was stated by the creator to be part of the Tenchi multiverse), Isekai no Seikishi Monogatari, as well as the 3 Shin Tenchi novels and other miscellaneous sources such as the 101 Secrets sourcebook.

The Tenchi Universe, Tenchi in Tokyo, and Magical Girl Pretty Sammy anime series and the movies aren''t canon.

Standing in the Battledome

Tenchi Muyo! is a pretty powerful series/franchise, once even considered to be among the strongest fictions in the OBD. That was mostly based on the fact that Kami Tenchi was an omnipotent creator. But by the current standards omnipotence is considered a logical fallacy in debates when applied between different fictions. (So it only establishes an order of power in-universe) The Chousin (Tokimi, Tsunami and Washu) are still the creators of the multiverse with both the Counter-Actor and Kami Tenchi being above them. So there's that.

Gods aside, the verse also has the infamous Light Hawk Wings, exotic weapons that give absolute protection by negating any energy and tons of other features. The power of the Chousin are also somewhat derived from these and aside from a few exceptions they're the source of the Light Hawk Wings. The bearer of 2 LHWs is tough enough that they can be only killed by destroying the universe. Zinv also used 2 LHWs to merge two universes together. With their increased number the power of the LHWs supposedly grows exponentially. The materialization of more than 10 LHWs in the 3-dimensional space can also indirectly result in the destruction of the universe. So these users are fairly powerful with a good deal of hax at their disposal.

Aside from this there are civilizations with exotic technologies, planetbusting starships and the ability to create black holes. So no matter how you look at it the verse is fairly powerful, one of the most powerful anime series, by Battledome standards. Albeit the verse is long past its former popularity so nowadays they're rarely featured in the OBD.
