What do you get when you cross a Zebra with Dr.Zoidberg?

Name: Zeo, moniker "Noble of the Fishman District"
Origin: One Piece
Gender: Male
Classification: Wobbegong Fishman, Officer of the New Fishman Pirates
Age: Unknown
Powers and Abilities: Super strength, speed, durability, endurance, agility, skilled in the use of weighted chains, has the power to perfectly camouflage himself to blend in with the environment, (pinpointing his location through the sound of his voice also seems rather difficult, as neither the citizens of the island nor his own underlings managed to discern his position while he was speaking loudly), skilled chemist (in making medicine at least as he managed to mass produce the Energy Steroids), can breathe underwater and swim incredibly fast
Weaknesses: Weaker on land than in the water as he cannot fight at his full potential unless he is in his natural habitat, the side-effect of taking Energy Steroids is to make the user much older
Destructive Capacity: Street level (doesn't appear to focus an awful lot on destruction), higher if he consumes more pills
Range: Extended human melee range with chains
Speed: Supersonic
Durability: At least building level+ via powerscaling
Lifting Strength: At least Class 5+ (10x stronger than a human)
Striking Strength: Class KJ
Stamina: Superhuman
Standard Equipment: Two large weighted chains, Energy Steroids (drug grants the user double strength per pill, but shaves off a portion of their lifespan)
Intelligence: Skilled combatant, apparently knowledgeable in the field of medicine
Notable Attacks/Techniques:

- Camouflage Carpet: Zeo camouflages himself and then slides towards his opponent, attempting to catch them by surprise. However, since he tends to announce the attack's name out loud, his opponent usually can discern his location and even attack him.

- Kamigakure Flail: 66 Kubi (Mysterious Disappearing Flail: 66 Neck): Zeo, while camouflaged, wraps one of his chains around his opponent's neck, and then loads the full weight of his body in the opposite direction, attempting to decapitate or break the neck of his opponent.
