Powers and Abilities: User of the True rune of Fire; which grants fire manipulation, resistance and enhanced physical stats, agelessness, immunity to disease and ailments, future sight (not battle usable). S3 manga shows that Hugo can coat himself in his flames for added defensive application
Weaknesses: Earlier in the game, he was rather emotional and got into battles before thinking. He's refined as the game continued, so he does not suffer from this anymore. Still a fair bit inexperienced with the use of his rune
Destructive Capacity: At least solar system level, possibly small galaxy (all True runes are equal, only being different in their universal function. The Beast rune can move the moon and the star rune can create/ignite stars. The star rune is significantly less than a True rune)
Range: Extended melee with daggers, many kilometers by feats with rune, potentially universal via scaling
Speed: At least lightspeed (should be equal to Riou), massively FTL attack magic via scaling from lesser runes
Durability: At least solar system level, possibly small galaxy. Higher as depict in the manga (has been in a massive True rune battle and came out alive. Luc took on the combined might of 4 true runes and was not splattered (someone Hugo would scale to). In the manga, this very thing was depict, along with Hugo taking a direct blast of 4 true runes himself)

Striking Strength: Superhuman (has fought against characters whom would be able to overpower Viktor, someone who can cut up boulders significanly larger than himself. Defeated a massive Dragon with just his luft)
Stamina: Massive (as depict in the manga), otherwise high from what can be gathered by the game

Intelligence: Slightly childish and emotional, but has grown to be a good fighter and decent leader
