Blatantly, and consistently, upstages some of the greatest minds introduced to date. Examples include Cisco Ramon, Caitlin Snow, and an entire think tank comprised of Harrison Wells from across the multiverse. DeVoe can also use cause-and-effect to predict human behavior.
