Aimdodging refers to the technique of avoiding linear attacks by positioning yourself away from the path of the attack before it is fired. This can allow someone to avoid attacks that travel much faster than they do. This only works on predictable attacks that travel in a straight path, such as bullets, lasers, etc. A general rule in the OBD is that unless there is proof that a character reacted to an attack (as in, a panel showing the projectile/beam/what-have-you in flight heading toward the character, and then the character dodging it; muzzle flashes are also taken as evidence, but only if it is clear that the character moved after the muzzle flash) it is interpreted as aimdodging by default. This is how characters like Batman can avoid getting hit by massive amounts of gunfire.
